How to Dilute Topical Finasteride?

I have a topical subsciption and have side effects like dizziness. Therefore want to lower the concentration, how can i do this myself? I live in the netherlands so cant order somewhere else and have the concentration adapted by the farmacy unfortunately

Ingredients are:

-finasteride

- purified water

- Propylene glycol

- lactic acid

- ethanol 96%

Do i mix with ethanol? or maybe minox? Prefer not to mix with minox but if there is no other way i will

I cannot find the answer, mostly posts about making topical out of pills, if anyone knows the specific thread or the answer to my question it would be very much appriciated!
